（一）项目内容
(I) Project content
1.项目选址为垣曲县新城镇瓦舍村。瓦舍区位独特，远离喧嚣，是一个山环水绕、修身养性的好地方。该地位于县城下辖的新城镇5公里处，占地700余亩。这里过去曾是垣曲通往绛州的“古商道”，有浓厚的古文化底蕴。现已发展成为一个集山、林、泉、溪、湖、库于一身的自然山水风景区，拥有天然远离喧嚣的静谧空间，是一个鉴古赏今、修身养性的好地方，被誉为县城的“后花园”。把“古商道”打造成为心灵驿站、让“后花园”成为康养胜地。
The project is located in Washe Village, a new town in Yuanqu County. Washe is a unique place, far away from the noise, is a good place around mountains and waters, self-cultivation. It is located 5 kilometers away from the new town under the jurisdiction of the county town and covers an area of more than 700 mu. It used to be the "Ancient Business Road" from Yuanqu to Jiangzhou, with a strong ancient culture. Now it has developed into a natural landscape scenic spot which integrates mountains, forests, springs, streams, lakes and reservoirs. It has a natural quiet space away from the noise. It is a good place to appreciate the past and the present and cultivate oneself. It is known as the "back garden" of the county town. Make "Ancient Business Road" a soul post and "Backyard Garden" a health resort.
2.项目为2019年新建项目，占地467.5亩。按照康养小镇（基地）建设要求，依托瓦舍村现有的布局，考虑周边“一山三水一库”的自然景观格局，充分利用易地移民搬迁后的闲置空地，废弃场地，林间等空间，将瓦舍村分为生活休闲区，康养疗养区，生态体验区三大区，形成三业合一（服务业+生态康养业+旅游业）和三区叠加（林区+自然景区+小镇社区）的生态康养小镇经营布局。
The project is a newly built project in 2019, covering an area of 467.5 mu. According to the construction requirements of health town (base), relying on the existing layout of Washe village, considering the natural landscape pattern of "one mountain, three rivers and one reservoir" around Washe village, and making full use of the idle space, abandoned space and forest space after the relocation of land-changing immigrants, Washe village is divided into three areas: living and leisure area, recuperation and health area, and ecological experience area, thus forming a three-industry integration (service industry + ecological health and recuperation industry). The management layout of ecologically well-off and well-preserved small towns overlapped with three districts (forest area + natural scenic area + small town community).

总投资19.4亿元，其中项目自筹4.6亿元，拟引资14.8亿元。
The total investment is 1.94 billion yuan, of which 460 million yuan is raised by the project itself and 1.48 billion yuan is planned to be invested.

1.沿河康养大道。设计总长为4.38公里，宽40米，在2018年完成2.45公里路基的基础上，2019年完成全段的路基、硬化、绿化和亮化工程以及污水管道的铺设，拟投资6100万。

On the basis of the completion of 2.45 kilometers of roadbed in 2018, the whole roadbed, hardening, greening and brightening projects and the laying of sewage pipelines will be completed in 2019, with an investment of 61 million yuan.
2.环山旅游路。设计总长为4.2公里，宽10米，在2018年完成3.8公里的基础上，2019年底全段贯通，拟投资1200万。

3.完成项目规划区范围内水、电、路、气的基础配套设施，总投资9000万。

4.在项目规划区入口处建设康养服务接待中心，提供咨询、停车、导游、自行车租赁等功能，占地20亩，总投资2500万。

5.项目规划区范围内的房屋拆迁和土地征收，总投资4000万。

6.生态水系修复。对项目规划区内现有河流进行清淤、治理“两河一沟”以及岸坡景观生态修复，打造亳清河生态水系景观，总投资5800万。

7.项目规划区内亳清河两岸建沿河堤坝5.7公里，总投资3100万。
