山西世泰湖文化旅游发展有限公司始建于2007年，公司于2012年12月11日注册，注册资本1500万元，属民营企业，公司现有固定职工20人，季节性用工55人。公司主要经营：湿地景区建设、休闲度假；蔬菜、花卉、观赏花木、谷物、林木林苗种植；水产养殖、休闲垂钓；老年养生服务。世泰湖湿地生态公园占地1200亩，其中水域面积800亩，这里空气清新，野生植物繁茂，各种水生植物种类繁多，是野生候鸟栖息之地。先后被国家农业部、国家旅游局评为首批“全国休闲农业与乡村旅游示范点”、“全国休闲渔业示范基地”；被山西省先后评为省级湿地公园、省级水利风景区、省级休闲旅游度假区，2017年被省政府列为全省13个重点建设的旅游项目之一。

Founded in 2007, Shanxi Shitai Lake Cultural Tourism Development Co., Ltd. was registered on December 11, 2012 with a registered capital of 15 million Yuan. It is a private enterprise with 20 full-time staffs and 55 seasonal labor force. Its main business lines cover wetland building, leisure and vocation-spending, plantation of vegetable, flowers, decoration grass, cereal and seedlings; aquaculture and leisure fishing; health preservation for the elder. Shitai Lake Wetland Ecological Park covers a land area of 1200 mu covering 800 mu for water area. It is fresh in air, verdant in wild plants and multiple in various aquatic plants. It is a nestling place for wild migrant birds. It was rated as among the first batch of ‘national model area for leisure agriculture and rural travel’, ‘national model base for leisure fishing’ by the Ministry of Agriculture and National Tourism Bureau; it was rated as a provincial wetland park, a provincial scenic spot for water conservancy and a provincial resort for leisure travel by Shanxi province. In 2017, it was rated as one of the 13 traveling projects for key building by the provincial government.

随着我国越来越严重的人口老龄化现象，近年来，我国养老服务业快速发展，以居家为基础、社区为依托、机构为支撑的养老服务体系初步建立，老年消费市场初步形成，老龄事业发展取得显著成就。但总体上看，养老服务和产品供给不足、市场发育不健全、城乡区域发展不平衡等问题还十分突出。积极应对人口老龄化，加快发展养老服务业，不断满足老年人持续增长的养老服务需求，满足满足人民群众不断增长的健康服务需求，国务院于2013年相继出台了《关于促进健康服务业发展的若干意见》、《关于加快发展养老服务业的若干意见》。山西省政府为贯彻落实国务院两个意见的精神，于2014年、2015年相继出台了《山西省加快推进健康服务业发展实施方案》、《山西省人民政府关于加快发展养老服务业的意见》、《山西省人民政府关于支持社会力量发展养老服务业的若干政策措施》，要求以党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》为指导，以满足老年人的养老需求为出发点和落脚点，本着“政府托底、社会参与、市场调节”的发展思路，着力创新机制体制，充分发挥社会力量的主体作用，努力使养老服务业成为积极应对人口老龄化、保障和改善民生的重要举措，成为扩大内需、增加就业、促进服务业发展、推动经济转型升级的重要力量。
With increasing tendency of aging in recent years, pension service in China is gathering speed. With home furniture as the groundwork, community as reliance and organization as backup, the pension service system is initially built up and consumption market for the elder is initially formed. Courses on aging has grabbed evident accomplished. But overall put, such issues as insufficient pension services and product supply, unsound market fostering and unbalanced development between rural and urban areas are evident. to actively counter with aging problem, quicken development of pension service industry and gradually satisfy their pension services and satisfy people’s increased demands for health services, the State Council launched Several Opinions to Promote Development of Health Services and Several Opinions on Quickened Development of Pension Service Industry in 2013. To put into effect spirits of the two papers by the State Council, Shanxi Provincial Government launched Implementing Plan on Quickened Promotion of Healthy Service Industry in Shanxi, Opinions on Quickened Development of Pension Service Industry by Shanxi People’s Government and Several Polices on Backup of Social Power to Advance Pension Service Industry by Shanxi Provincial Government in 2014 and 2015. It demands that Decisions on Round Deepening of Several Major Issues of Reform by the Party and the Central Government as the guidance, put satisfaction of pension demands by the elder as the starting line and objective, adhere to the development mindset of ‘relying on the government, involving the society and adjusted by the market’, prioritize innovation of mechanism and institution, fully display the main body effect of social power, and make endeavors to make pension service industry become a major measure to tackle with aging and guarantee and improve livelihood. It has become a major power to extend domestic demands, add to employment, promote development of the service industry and spur economic transformation and upgrading.
世泰湖养老服务康养休闲园区位于文水县东部刘胡兰镇，紧邻汾河刘胡兰大桥，距大运高速祁县出口3公里，距太原仅50余公里，交通极为便利。世泰湖湿地生态公园占地1200亩，其中水域面积800亩，这里空气清新，野生植物繁茂，各种水生植物种类繁多，是野生候鸟栖息之地。
Shitai Lake Pension Service Resort is located in Liuhulan Town, Wenshui county. It is adjacent to Liuhulan Bridge of Penhe river. It is 3 kilometers from the exist of Qi County of Da Yun Expressway. It is only 50 kilometers away from Taiyuan. It is convenient in traffic. Shitai Lake Wetland Ecological Park covers a land area of 1200 mu, including 800 mu for water area. （二）项目建设内容及规模：
该项目为新建项目二、建设文化娱乐活动中心3800平方米、康养休闲中心12200平方米及景区配套基础设施建设。

It is a newly-built project, cultural and entertainment center covers 3800 square meters, health preservation and leisure center covers 12200 square meters; supporting facilities
（三）项目投资估算：项目总投资1.6亿元，其中一期工程休闲旅游度假区投资0.6亿元，主要建设于景区度假村、休闲运动项目、景点景观增加及景区基础设施建设；二期工程为老年健身康养项目投资0.99万元，为新建项目，其中企业自筹3000万元，拟引资7000万元。
(Three) Budget: total investment is 160 million Yuan; 60 million Yuan for Phase One resort for leisure travel. It covers vocation-spending village, leisure sports, landscape and scenic spot and infrastructure building; Phase-two project covers 9900 Yuan for health preservation and body-building of the elders. It is a newly-built project. 30 million Are raised by the company. It plans to draw an input of 70 million Yuan.

（五）项目市场预测及效益分析:
项目总投资9909万元，为新建项目，其中：工程建设投资9404万元，流动资金505万元。本项目建设期2年，经营期以18年计，建设规模为400张床位。项目年平均营业收入2724.94万元，年平均营业税金及附加145.1万元，年平均利润918.22万元，年所得税229.55万元。项目投资利润率9.28%，投资利税率10.83%，全投资回收期（税后）为10年（含建设期）。从财务分析的角度看，本项目是一个建设周期短，经济效益较好，具有一定抗风险能力的项目。
(Five) Marketing forecast and efficiency analysis:
The project has a total investment of 99.09 million Yuan. It is a newly-built project. It has 94.04 million Yuan for project investment, 5.05 million Yuan for working capital. Its building period lasts 2 years. Its operational period starts from 2018. It plans to build 400 beds. Annual revenue is 27.2494 million Yuan. Average business tariff and annex for operation and its supporting amenities is 1.451 million, annual average profit is 9182200 Yuan and annual income tax is 2295500 Yuan. Its return on investment is 9.28%, profit and tax investment ratio is 10.83%. Pay back period (after tax) is 10 years (including construction period). Measured from the financial analysis, it features short construction cycle and good economic profits. It contains anti-risk capacity.
