三、项目申报单位简介：山西利虎玻璃（集团）有限公司是山西柏叶口旅游开发有限公司的主体单位，公司成立于上世纪九十年代，是山西唯一的浮法玻璃生产企业，也是华北地区最大的浮法玻璃生产及深加工企业。公司有浮法玻璃生产及深加工两大主要业务，其中浮法玻璃产能位列全国第八位，玻璃深加工以汽车玻璃为主，产能位列全国第五位。
利虎玻璃集团现有总资产33亿元，在职员工4000余人，拥有浮法玻璃生产线6条，年生产1.8-15mm厚的中高档浮法玻璃2000万重量箱；拥有200万套的中高档汽车玻璃整车配套能力，目前为国内二十多家汽车厂进行整车配套；拥有太阳能聚光热发电反射镜生产线，年产能220万平方米，可装备4座50MW的太阳能聚光热发电厂。2015年，公司实现销售收入23亿元，实现利税1.2亿元。

Shanxi Lihu Glass (Group) Co., Ltd. is the main body unit of Shanxi Boyekou Tourism Development Co., Ltd. founded in the 1990s, it is the only company on production of float glass in Shanxi and is the largest company on production and n-depth processing of float glass in north China. The company has two major business lines namely production and in-depth processing of float glass. Its output of float glass ranks the 8th place nationwide. In-depth processing of glass is dominated by automobile glass. Its output ranks the 5th place in the country.
Lihu Glass Group has a total asset of 3.3 billion Yuan and more than 4000 staffs. It has 6 assembly lines of float glass and has an annual output of 20 million cases of middle to high-end float glass 1.8 to 15 mm in thickness. It has the competence to produce 2 million sets of middle to high-end automobile glass. It is offering supporting facilities to more than 20 automobile factories in China. It owns the assembly line of solar energy spot light power-generation reflector and show an annual output of 2.2 million square meters. It can be installed with 4 50MW solar energy spotlight power station. In 2015, the company attained a sales income of 2.3 billion Yuan and realized a tax of 120 million Yuan.
四、项目简介：
（一）项目内容：综合项目：景区主要规划建设柏叶口旅游服务中心、柏叶沟旅游风景廊道、库区观光游憩旅游部落、上长斜湿地休闲旅游部落、跑马墕草原康体旅游部落等重点项目，以及道路交通、给排水、电力通讯、环卫、标识等相关配套基础服务设施。二期建设项目：文峪河漂流体验景观带。
（二）项目投资估算：项目总投资62558.59万元，截至目前已投资5000万元，计划融资31904.8809万元。
（三）项目建设规模：总建筑面积26596平方米。由入口景区大门建筑面积172.8平方米；游客中心8400平方米；漂流服务员区1630平方米；亲子乐园2150平方米；购物长廊200平方米；农家乐2465平方米游乐场所2370平方米等组成，可接待游客25万人次/年。
（四）项目配套条件：
项目所在地紧傍柏叶口水库，临近四十里跑马墕，与S320省道由乡级公路相连，交通便捷，依山傍水，区位优势突出；项目区位于高山草甸过渡地带，绿化程度好，生态优美，环境秀丽；同时，受庞泉沟、果老峰等景区辐射影响，为项目区农家乐开发奠定了良好的生态立地条件和人文优势。
距离天然泉水源头较近，国家电网变电站在此设立，并由富足的太阳能资源优势，为项目建设提供了完善清洁的供水、供电、供热等基础设施条件。
IV. Project profile
(One) Content: (1) comprehensive project: it will mainly build such key projects as Boyekou tourism service center Boyegou tourism landscape aisle, Kuqu tour-seeing and travel tribe, Shangchangxie wetland leisure travel tribe, Paomayan prairie travel tribe and so forth as well as related infrastructures covering road traffic, water supply and drainage, electronic communication, environmental health, identification and so forth. (2) Phase-two building project: Wenyu drifting experience landscape belt.
(Two) Budget: 625.5859 million Yuan. 50 million has been input. It plans to finance 319.048809 million Yuan.
(Three) Building scale: its total floorage is 26596 square meters. the floorage from the entrance is 172.8 square meters. Travelers’ center is 8400 square meters; drifting area is 1630 square meters; parent-child park is 2150 square meters; long shopping aisle is 200 square meters; agritainment is 2465 square meters; amusement park is 2370 square meters. It can receive 250000 people per year.
(Four)Supporting terms:
The project is located in Boyekou reservoir. It is bordering on the 40-li Paomayan and is adjacent to S320 provincial road and rural roads. It is convenient in traffic and shows outstanding geological location against the mountain and river. The project is located in the transitional belt of highland and alpine meadow and shows good greening degree. It is mesmerizing in ecology and environment. Thanks to radiative impact of Panquangou, Guolao Peak and so forth, it roots good terms on ecology and humanities for development of agritainment.
It is near natural spring. The transformer substation is located in here. With ample solar energy resources, it offers completed and clean water, power, heat and other infrastructures.
五、项目经济效益分析简介：项目回报方式为旅游经营性收入，回报率为5%，回报周期为12年，项目可带动银行贷款2.5亿元。根据预测，柏叶口景区 2014～2025 年旅游经营总收入为 130.26亿元。12 年税后总利润：130.26 *（1-28%）=93.79 亿元，年均税后利润：93.79/12=7.82 亿元。项目建成后，将全面带动种植业、住宿业、餐饮业、交通业、小商品等关联产业的发展，可以创造出1000余个服务业就业岗位，实现产业结构优化升级，促使第三产业的比例逐渐上升，实现当地国民经济提质增效和创收发展，对提升交城旅游品牌、增强区域竞争力、推动经济社会健康发展具有重要的意义，将实现环境效益、社会效益和经济效益的共赢。
V. Analysis of Economic profit :
It is operational incomes out of tourism. The return rate is 5% and the duration of repayment is 12 years. The project can propel banking loans of 250 million Yuan. According to forecast, its total operational incomes in 2014-2025 would total 13.026 billion Yuan. Total profit after tax for 12 years is 13.026 *（1-28%）= 9.379 billion Yuan. Annual average profit after tax is 9379/12=782 million Yuan. Upon completion, it would roundly spur development of plantation industry, accommodation industry, dining industry, transportation industry and small commodities. It can produce more than 1000 posts, realize optimization and upgrading of industrial structure, propel rising ratio of the third industry, realize boosted national economy and innovative development and is of major significance to raise tourism brand, enhance regional competitiveness and spur sound economic and social development. It will realize shared win of environment,, society and economy.

（一）政策：项目属于生态农业和乡村旅游范畴，是山西重点扶持对象。
（二）产业划分：生态农业、乡村旅游、餐饮、休闲度假
（三）立项：由山西省发展和改革委员会于2015年9月22日以晋发改备案[2015]246号文件备案
（四）选址：县城建局已审批，后续手续正在办理中。
（五）土地 ：土地规划调整150亩，尚有100亩正在调整中。
（六）环保：环评报告书已编制，正在等待专家评审,预计四月下旬完成审批。

(4) Site selection: the county’s bureau of construction has given its consent. Follow-up procedures are underway.
(5) Land: land planning is adjusted to 150 mu. 100 mu is being adjusted.
(6) Environmental protection: the letter of appraisal on environmental is being compiled and awaiting review by specialists. It is forecasted to be completed in late April.
